Sauté ground beef and onion in butter on medium-high heat until beef is cooked; add flour, tomato juice, tomato sauce, and chili powder.
2 Reduce heat to medium, mix and cover; simmer enchilada sauce until thickened (approximately 10 minutes).
3 Fry tortillas in a small amount of hot oil, keeping flat; or warm using instructions on the package.
4 Dip tortilla in sauce and place on plate. Cover in enchilada mixture, top with cheese. Repeat with two more torilas stacked on top of each other on plate.
5 Top completed enchilada with condiments, if desired.
